Green Cess on Coal - Power Plants Can Afford to Install Pollution Control Kit
The cess has been utilized to make good the shortfall in state's GST collections. This is a transient,emergency provision, and need not eat up all cess proceeds. Thus a part of the coal cess could be made available to thermal power units to finance installation of pollution control kit that would cut emissions of particulate matter, oxides of sulphur (SOx), oxides of nitrogen(NOx) and mercury to acceptable levels, as well as to reduce water consumption.
Such kit would cost something in thousands of crores of rupees. The proceeds of the cess could be utilized that will contribute not only to strengthen the finances of the thermal power plants but also to create a pollution mitigation industry.
Electricity Act allows for tariff revisions in case of change in law or norms - this means passing on the increased cost to the consumers.
A new pollution mitigation industry creating jobs and incomes, would however more than justify marginally higher tariffs.
Climate change is shifting the rules on energy investing.
The cost curve of moving to a low- and zero-carbon economy shows an abundance of large, low-cost investment opportunities in power generation, industry, mobility, buildings and nature-based solutions.
However, even these considerable opportunities may not be enough to mitigate the worst effects of climate change.
It can be believed that about 50 percent of de-carbonization is achievable within reasonable carbon costs. But then the cost curve becomes very steep, which means that we would need either of two things: a real technological breakthrough, particularly in things like battery and energy storage, or we will need [carbon] sequestration.
The provision, i.e carbon sequestration won't completely offset the high cost of installing pollution control kit in power plants, but it will contribute in lowering the price tag. It could make an immediate difference in cutting emissions from a source that is otherwise very difficult to address.
Carbon engineering or carbon capture and storage will need to be a significant piece of any realistic plan to address the growing damage of climate change.Without this technology its difficult to prevent the temperature rising above 2degree Celsius. Captured carbon dioxide, for example can be stored under geological formations or injected into drilling sites to lift up the last bits of oil. more
As it is also the power tariff is already very high, besides actual generation cost, the levies, energy charges or fuel charges, on many such headings lot more cost is added. The fixed cost like salaries, perks, n other office expenses needs also to be controlled. The line losses are one of the key factor after power theft, all this are passed on to the actual users n payers.
They must look for cheaper fuel n reduce the generation n operating cost.
No one talk or discuss about it.
Why farmers should be given free electricity, why can't be given solar energy n solar energy based water pumps, borewell pumps, which is much cheaper n zero operating cost, with 24x7 avialbility of electricity with battery storage. more
Unless such trials are taken every one will raise such question , very normal.
Our IITs, energy companies could have done lot of work on this in all these years, simply collecting green cess is not the solution. If you know where n how that money is spent for environment norms , i would love to know more details.
