GST evasion by cloth merchants in chennai

If selling say 3 meters of cloth, billing one metre of cloth at `999 so that it could be taxed at 5% rather than at 12%. above 1000, tax rate is 12% and under 1000 at 5%.

the seller who is falling law and charging 12% gst looses.
