GST Refund

We have filed application for GST Refund for excess payment made in wrong head (IGST precisely not related to exports) as per RFD-01A and as per earlier practice this was enough to get the refund but upon filing the application in dec 17 we have received reply from local gst office in april 18 asking for few documents like GSTR3b, GSTR1, ARN Receipt, tax paid details etc., which were not known earlier as it was new tax and it takes sometime to understand it though but today we have received Refund application rejection Order on account not submitting reply/documents to the deficiency notice but I dont understand govt/GST cell is very much know that when dealer files for refund application purely for clerical mistake by remitting under wrong head (becos of somany gst glitches and mistakes/confusions) the amount was reflecting in cash ledger to the extent of refund amount asked for !! but is gst dept., is not competent enough to check whether the particular dealer has excess amount in the cash ledger why dealers has to submit various forms/declations and returns which noway related to refund amount !! it is sheer negligence and it is as good as VAT like situation and no diff either in system of working !! very upset with this and my money is struck and either they have not recredited this amount in cash ledger either !! more

Now, also u will be having time to claim, may be entrust to yoru Auditor or Consultant, they will get it done up for you. GSTN is not digitalsied 100% yet, it will sure take time in a federal system as its a new system for every one (from business people to Officials). This is what we had faced when VAT was introduced. And of course some officers will be there to who tries to make money in one or the other way. more  
I have same issue Had wrongly credited IGST in Nov 2017 the money is stuck even after supplying all documents some people told to give money then they will clear more  
Sir, in a purely digital system, just submitting the online application would have been sufficient. But, the GSTN framework for the time being is a semi-computerized system. If you dont submit the ARN and RFD01 manually, it is not possible for the jurisdictional officer to process your refund claim. Submission of hard copies of other documents like Electronic Credit Ledger, GSTR-3B etc. are unnecessary as the officer can himself see such documents from the portal. In case the refund arises out of Zero Rated Supply, you need to submit hard copies of Shipping Bills, Statement 3, Inward Supply Invoices etc. as the integration between GSTN and DGFT portal is yet to be done and purchase invoices are needed to be scrutinized to verify the authenticity of the refund claim. more  
Completely contrary to the claims of Good & Simple Tax. This has been shoddily designed & implemented without any thought or consideration to the immense hardship being caused especially to MSMEs & small/medium traders. It seems the govt considers all of these people to be tax evaders in any case and couldn't care less if they survive or not. I sympathise with Mr. Shyamsundar Joshi. Why should an honest mistake, caused largely due to a badly designed system, require so much effort, all on the part of the taxpayer, to correct? The govt has to share the burden. more  
Did you ask for the required documents from your GST authorities after receipt of the notice? If you have done that and waiting for those documents, you can appeal by submitting copy of your request. I feel they will honour it. more  
THERE IS LOT OF PAIN IN GST IMPLEMENTATION AND WILL CONTINUE FOR SOME MORE TIME.IT IS BETTER TO BE DOUBLY CAUTIOUS IN SUBMITTING RETURNS. more
