why insisting to file return only because of the reason that an individual has taken GST Registration with an intention to start business in future more

Dear Antony Thomas All registered firms has to file GSTR .You need to file this only once in a quarter and is very simple as there is no sales or purchase more  
once registered in GST then return to be file compulsory whether turnover is nil more  
I consider that, 1) Submitting return with no income is desirable for all including individuals like me who are doing consulting work since long and registered with GST in continuation to the registration of Service Tax. 2) The BAD part is the penalty @Rs.50 per day for late submission for the individuals who did not have any income. 3) I have been away from my Base since three months. The return of September was submitted in December instead of due date. 4) When I tried to submit next return thereafter I was required to pay penalty first for previous late submission and was disallowed to submit next return. 5) Paying penalty with Zero Income appeared to be ridiculous. This is how the BLIND rules are being implemented in our country. more  
If a registered Co. is getting Rent on its property but no Sale & Purchase started yet. Will it be necessary for such Co. to issue Tax invoice for Rent and deposit the GST so collected ? even the total Rent below the threshold of getting registered. more  
I suppose this is early days hiccups of a new system which should get sorted out in near future. May be they should just include a declaration in GST portal to indicate different status of registrants. more  
in days to come, this will be done away with, as in PAN, the filing of I.T was mandotroy, but if the income is below taxable , no need to file though a person is inpossession of PAN> more
