GST work contact

I am a registered govt contractor
Prior to GST work order issued but still invoice not prepared
Now govt insisted to produce GST invoice adding GST 12 % but it should be within the contact value (inclusive of GST)
Who will pay the difference amount whether government has to pay or we have to borne the amount more

Today Mr. Rajawat expressed rightly on CNBC about the concern of Small scale sectors liquidity. Those who are doing business on credit ( those who get his payment after 60 to 90 days) are paying the tax from their own pocket. I have not seen any expert panalist raising this issue. As far as GST counsel is not in concern with the issue at all. So sad for the small job workers, who is paying tax before earning. more  
There are change in law clause in contract and the same will applicable on GST now the issue of pay GST you have prove your client that how much liability increase due to GST and same you can claim from your client you have paid 12% GST. more  
Of course when you will raise the invoice on Govt GST will be added to Taxable value. Now you are collecting & paying from & to Govt. As far as i know it will be 18% GST on works contract more  
I feel the advise of Shri P.K.Keshal being the appropriate in the present context. However, if execution of your works contract order is as per the stipulated delivery schedule, you may request the Govt. to pay for the difference in the price if any due to implementation of GST. One need to see the detailed terms and conditions of the order. more  
If you have not started the work,still they can change the work order.Work order or tender see the ruless about service tax,vat etc.There are other issues in works contracts,including arbitration-notice-and or tri-party discussion etc.Give a letter quoting such and ask for a meeting. more
