If a dealer has availed ITC based on physical invoices and same not reflected in GSTR2A for 17-18 financial year how to rectify in GSTR9 now more

My Ans for GSTR-p9..Nothing to worry just fill all columns as per books only forget GSTR2A more  
So long the GST continues as at present, it would lead to untold sufferings to the the business people. Govt too is not happy. Fortunately our present FM conceded that GST is somewhat flawed and that her Ministry is open to suggestions for improvement. I have few suggestion to make in this regard. Circle members are requested to go through the attachment and offer their comments. Then the consensus can be taken up with the Government of India. more  
Pl. upraise the mechanisum to raise grievances about High rates charged & Charging by Builder Developers. By circular of the minutes of themeeting held on March 2019 GST applicable to Underconstruction is 1% of total cost of Unit less than Rs. 45 Lacs in Metros and Units above Rs. 45 Lacs is 5%. WHereas Builder Developer is charging @18%. Even after raising theissue the deef ear and No action initiated. Builder Developer wants that under this pretext the customer should be defaulter so to sale the Unit to third party. more  
There was a option given at that to charge old rate or new rate.
45 lacs flat has to satisfy one more condition that also you need to see.
there are multiple things need to consider before complaining against any body more  
it depends when you have availed the ITC. There is a specific notification which restricts ITC more
