Manufacturers of food items that are packed and sold should have FSSAI license number on the packing cover. They also provide manufacturing date and the date by which the food items should be consumed (i.e the expiry date). For complaints and other related, manufacturers' toll free number/contact number, emailid and contact address are normally found on the packing cover. One can contact the manufacturers directly with the complaints and if not satisfied, can get in touch with FSSAI. more  
For manufacturers of standardized food items, FSSAI has changed the text book approach to standardized product list approach. Standardized approaches follows the international or global practices (some may prefer to call the approach as `copy and paste' approach) that in many cases may not be relevant to many of the localized approaches. Non-standarized food products can be proprietary food, Non-specified food, Health supplement, Nutraceuticals etc. FSSAI faces manpower crunch and many vacant positions need to be filled with qualified candidates. more  
Thanks for the advice. However, the resource doesn't mention whether the packet was opened before the best before date or not. This information is relevant . more  
This box doesn’t looks like a sealed one. May be they have kept it in house for sometime after opening it. more  
Such infestation is bound to happen from time to time because of long shelf life and uncontrolled storage conditions. Buying fresh from local shop is always better. more
