As an NGO perhaps you can take up your good idea of impressing the NGOs to sensitize residents on the issue and maybe also find ways of how to help people interconnect with architects/civil engineers to begin a design process on this. And even better still would be if your NGO could raise this issue in the media (take credit for it) and in the process 'wake-up' the MCD. By the way, the NDMC areas don't suffer!! And incidentally, you are right as the design of the openings is extremely critical. Most places residents leave openings the size of a Rs 10 coin! or leave grates on the top of the ramp slope!! more  
Ms. Jyoti Sharma: Perhaps I tried tp explain my arlier message to you that we got RWH some in time 2010 and that person didnot bother to arrange the certificate at hat time despite follow-ups. As harvesting proof is necessary, can you please guide me under these circumstances to whom we can write and arrange it at my level at the earliest. Your support and further guidance, on what authority/office is required to be addressed for this certificate, will be of great help to us. Regards TRWalia more  
@ TR Walia - the rainwater harvesting proof is necessary to get a completion certificate from MCD. Also, it may benefit you in the future - not just because of the rise in water table - but also because DJB has announced a scheme where people who have done RWH can avail of a discount on their Water bills. So please get the certificate, clean the structure, check its functionality and then talk to DJB about how to avail of the discount. more  
@ Harpreet - It is a problem that I too find frustrating. For most areas, storm water drains are maintained by MCD and so MCD has the right to remove encroachments over them. However, for political reasons and because they just dont have enough men and machines for the job, they avoid it. Perhaps, the only thing, we, through RWAs, can try and get done is to ensure that there are openings left in the ramp to allow water to get into the drain and that the house owner ensures that there is no blockage in the drain below his ramp. RWAs may also issue a circular to sensitise residents on the issue. more
