Harassment from the largest telecom service provider in India - Vodafone

I have wrongly charged on my Vodafone postpaid mobile number with an amount of 14972 /-. I am seeking help from Vodafone customer care by calling them everyday. But they cannot resolve my query and always say, they will arrange from a call back from their higher authority, but no phone calls come.
I had written them 4 reminder emails regarding my issue and mistake on their part, they didn't even bother to reply to my single email.
How do I reach to their higher authority and solve my issue, please suggest.
I am at my wits end and seek help from you. more

Yes. Private sector has many hidden costs. They mislead the public. Better to support PSUs like BSNL so that they can become more efficient. If public supports PSUs and make them profitable the profit goes to the people. On the other hand profits to private sector like reliance, who manipulate the market to their benefit ( know how the market was manipulated to get rid of the debt of one of the tycoons) goes to enrich them further. Officials of PSUs from the lowest level to the highest are approachable, that is not true of the private sector. more  
Same is the case of MTNL. Instead of increasing Customer base by way of Providing quality services - selling/renting of sprectim, infracture etc to private owners is the game plan since long - adopted by high level personnels hopefully not a part of well organised plans with other service providers. Sprectram Scandle is History NOW, this may not follow the same footing. more  
All private telecom service providers have vested interests, heavily hidden agendas and fleece the customers. Support MTNL/BSNL. If support to BSNL/MTNL increases customers will get better service. They are open and have no hidden agenda. more  
Please follow the escalation matrix.. Open a ticket with customer care, in your case you have done that. Next is write to appellate and they have to respond to you within stipulated time. I would suggest that if it is a post paid number do not pay and change to another provider but send Vodafone a notice saying that you have written to them several times and still there was no answer, hence you are relinquishing the provider. You may also wrote to pg portal as suggested by Navindchandra Mehta. No use writing to TRAI. The latter is the most useless company. more
