Hawkers at Railway Stations - Addl Inputs

Below are your inputs on Railways Hawker Policy. Kindly review and share any additional inputs you may have. We will be submitting the same to the Hon'ble Minister and the Leadership team for their consideration and actions.

1. Unauthorized hawkers must be completely restricted
2. The number of hawkers allowed on a platform should be ascertained by railways
3. A process should be defined to provide licenses to the hawkers
4. The hawkers who are already selling at those platforms should be given preference for licensing
5. Quality checks should be put in place for licensed hawkers
6. Only IRCTC authorised hawkers, in proper and recognisable uniform and badge showing their Name and Permit Number should be allowed
7. RPF should be asked to make sure that prohibited items like tobacco are not sold in the railway premises
8. If any unauthorized vendor sneaks into the railway premises, they should be arrested and fined
9. RPF should keep a vigil that no unauthorised vendor is selling things inside the train
10. CCTVs and Spot checks should be implemented so RPF and other officials aren’t letting hawkers in for bribes
11. The prices of the products that the licensed hawkers sell must be approved by the Railways and the prices displayed on each item
12. If unlicensed hawkers are found selling their wares freely in coaches or on platforms, then disciplinary action must be taken against him and the Station Superintendent
13. All food items sold must be clean and safely packed. No exposed food stuff may be sold by hawkers
14. All vendors must be given training on hygiene and safety aspects
15. There must also be a system for receiving complaints against hawkers and its expeditious resolution. more

Dear Sir, All hawkers/vendors must be regulated to meet not only food standards but also safety & security needs on a daily basis. There is urgent need for total review of access points, eligible persons to be on the platform. Every person on the platform must be a genuine pax or his attendant with platform ticket for specific train. Very strict supervision by tkt inspection staff and RPF/GRP needs to be a serious business. more  
Vita milk parlour kiosks are at PF 2 & 3 (Good) BUT not on PF 1 of Ambala Cantt. ??? Unimaginable more  
I believe the 15 point agenda here is something the railways is aware of.The need of the hour to enforce(of course it requires money,which means a raise in travel cost). more  
The authorized hawkers except pantry staff should not be permitted to sale any thing inside the coaches. The quality of food is extremely poor in almost every stall. They never write the medium of cooking on the board. Railway authorities never check the quality of ingredients e.g.Milk,spices, flour, vegetables, sugar, tea leaves etc. Railway should make it mandatory to take samples of all the ingredients at least 3_4times in a year in presence of some passenger and get it tested in a NABL accredited lab. In case of failure the contract must be terminated along with seizer of security. Further the contractor should be black listed for future business. This should also be applicable to the IRCTC. The authorities should also ensure cleanliness of the dresses of the vendors. more  
Hawkers are rude and overcharge against MRP for cold water bottles. Display Complain Nos. on all stalls with working actions. more
