Hazardous Waste – Issues and Root causes

1. Hazardous waste management in India is not done and there is little awareness
2. Old batteries and electronic appliances are thrown into the dustbin
3. Dry cleaning companies dispose their waste in the sewers
4. Factories dispose their residual chemicals into the water bodies like Yamuna
5. Many times, hazardous waste is burnt in open
6. Lead and arsenic material is openly used in different products
7. There is no set procedure for discarding the hazardous medical waste
8. Chinese toys, paints, packaging etc. are highly hazardous
9. It causes diseases and health problems like respiratory problems
10. It affects pregnant women and shows a long term effect on the babies
11. India has become a big dumping ground for hazardous waste
12. People are not aware about which items fall under the hazardous waste category
13. People are unaware about the ways of disposing hazardous waste
14. People are unaware about the bad health effects that hazardous waste can have
15. Many industries/hospitals do not have waste treatment plants
16. Hospitals discard the hazardous waste inappropriately to save money
17. There are no hazardous waste disposal sites made by the Government
18. The Government has also not made any strict rules and regulations against disposing hazardous waste in open
19. There are not enough hazardous waste management specialist in the country
20. The segregation at source is non-existent more

Democracy has now become most misused commodity by our political class,super rich class.they are intelligently utilizing the emotions of poor classes for their benefits only otherwise no unauthorized colonies would have existed anywhere in any cities.one gumla colony an unauthorized colony in Bokaro is existing from last ten years or more and is increasing its area day by day. They tap water and electricity illegally free.this colony exist by the side of boundary wall of D.C.'s,I.G.'s ,Top official of Bokaro steel plant.these boudarywall is used for toilets by many residents of the colony.political class gives assurance to these poor residents to regularise the colony during every election, don't know how? High court has issued notice to demolish but no solution. Swacch bharat????!!! Is not possible till the thought process of political class is not cleaned. Misuse of democracy must be stopped first. more  
Throwing wastes and polluting rivers should be monitored by local corporations and voluntary self help groups should be recognized and subsidized by funds by govt and others.The govt can authorize local unemployed for such works on part time basis. more  
To summarise the root causes of these issues are: 1 Lack of knowledge about the hazards to ground level workers and general public(that is why some people do it and some people don't oppose it) 2 Ignorant Attitude of Workers and general public(that leads to a situation That some workers do it and Some people don't oppose it) 3 Under active vigilance department(viz. pollution department and others--- They don't want to move out of their office/home for field work) 4 Some people are culprits that They bribe the officials and keep on carrying out these activities without hassle(here company and Govt employees are culprits as it harms the nation as such) So solutions should be listed Keeping in Mind these Root causes. Solutions are 1 to reduce the lethargy by putting the check points on the working of vigilance departments from top to bottom. 2 Putting vigilance on govt employees also that they don't accept bribe while working. 3 General education of both workers and general public. more  
State Government shall provide funds for implementation of Municipal Solid Waste Rules. Urban local bodies shall adhere to specific time frames stipulated by the Government of India for municipal solid waste management. The ULBs shall ensure segregation into biodegradable and nonbiodegradable waste and eventual disposal. Scientific landfills shall be established in ULBs. Processing facilities such as pellitisation and power generation to be taken up. A large number of plastic manufacturing units were functioning without obtaining registration from Pollution Control Boards. The monitoring and control of mounting e-waste is required to be addressed since there has been a tremendous increase in production and consumption of electric and electronic equipments. Slaughterhouses were discharging the waste into municipal drains without treatment. Action to be taken: Suitable lands for permanent dump sites and landfills should be identified and alienated on priority basis. Ø There is an urgent need for setting up of compost/vermin compost plants on a large scale, which can utilise huge quantities of solid waste. Municipal solid waste management rules need to be implemented by giving priority to segregation of different wastes and setting up of processing units and landfills. Ø There is a need to strengthen the redressal mechanism by all ULBs so that specific complaints are attended properly and timely. Ø As a first step, all the Government hospitals should streamline their functioning of bio-medical waste management in a scientific way so as to act as role models for private hospitals to emulate. Ø Hospitals/Municipalities need to train workers handling waste and provide “kit” for handling waste. Ø Surprise checks of the hospitals should be organized by APPCB. Ø Penalties need to be levied for persistent defaulters. Ø It is essential that APPCB gear up its regulatory machinery for effective implementation of solid waste management rules by the ULBs, hospitals and other units concerned. E-waste should be ultimately handed over to the government authorised procuring agents who will buy from these stree kabadiwalas and finally recycle them or dispose them in safe manner. more
