Health Ministry issues draft rules for hospitals

Looks like after a silence of 2-3 years delhi health minister has tried to address some of our concerns and proposed rules to tame profiteering by private hospitals in Delhi. Attached is the notification. Everyone please share your thoughts? more

Whoever doctor is in Private setup is in business. Nobody has right to say "how much can he earn." He is not being paid by the government. Therefore,the government has no role of interference in his fee intake or his earnings. Here you are mistaken Mr. Kanwal Jit Singh Bhatia that doctor practising medicine private, BUT ON THE PUBLIC LAND PROVIDED ON CHARITY PRICE OF Re.1/- WITH CONDITION TO PROVIDE MEDICAL FACILITY TO 25% OF THE STRENGTH HAS GOT TO BE FULFILLED. The total earnings of the facility have got to be shared with the poor public. more

Thanks, Vinita. It is quite helpful. However, a few things are brought out for consideration of the Delhi Govt Health Department: i) It has to be remembered that any private hospital is not a "retail outlet" and thus cannot bill the patient for more than their purchase price.These hospitals can charge for their 'registered' services, like, any procedure (surgery). consultancy of a physician, administration of oxygen, injections, et al, and the same should be fixed by NPPA like regulator in the State. (ii) Morgue services include postmortem and it has to be ensured that the postmortem is done by a qualified medico-legal professional and not the morgue caretaker which should be treated as indiginity inflicted to the dead. more
