In fact they should have a central data base having data of all citizen and when you visit any doctor or hospital they should record any treatment given and medicine prescribed. Thus you can track which is most affected diseases, what medicine required. This can be shared with manufactures to make adequate stock of medicines in advance. make in mandatory for all citizen to do yearly health check up as preventive is better. more
