Though time and again it comes in the news that Supreme court has ordered that first aid should first be provided and no questions asked to anyone bringing the accident victim to a hospital, till date most hospitals do not treat victims with the urgency and care required and still believe in the old make a police complaint etc format. I earnestly request the Govt. to confirm that all such cases where the hospital does not get the funds from the victims family will be paid by the Govt without default, and it be mandatory to treat such victims urgently. more
I do not believe in forcing, but rather the more workable benefit system wherein persons bringing the accident victim should be rewarded by the family members for their efforts, the hospital staff needs to be sensitized that when the Govt is guaranteeing payment in case everyone else fails - family,insurance, there is no reason to let a poor victim lie on the floor awaiting someone who will agree to pay for the bills and sign all the necessary documents which really speaking do not safeguard any doctor or hospital from complaint of negligence etc. I have myself seen victims coming from other hospitals where they were turned down to Breach Candy Hospital EMS and similarly to Nair where there is overworked staff. No one is sensitizing the hospital staff to treat the Accident victim as a VIP client who has over Rs.1crore in his bank, he cannot and will not default. All methods of coerce and explaining to hospitals about their earnings and social responsibility go in vain when the staff itself refuses to accept the patient in the first place. more
The issue referred to herein is not the payment of hospital bills but providing medical assistance to the victims at the first place without waiting for filing a police case and so on so that the victims' lives are not put in danger. The Supreme Court had passed the orders but it is the responsibility of the local government (state) and the administrations to ensure that the orders are implemented in letter and spirits by all the hospital authorities, failing which they must be booked for prosecution for defamation of court and practising inhuman activities. As far as payment of the expenses is concerned, as other members have rightly pointed out, these would be taken care of by the insurers. more
