High traffic fines could open doors for more corruption

The recent bill on motor vehicle offences poroposes hefty fines which is great!
But this leads me to think,knowing the system,that corruption may increase.Anybody can palm off a lower fine and escape.
I see the only solution is to increase the allowances and salaries of constables at nakas who rough it out in harsh conditions and manage the traffic.
In western and developed countries cops sit in cars and monitor or even control rooms in front of camera screens and are paid well.
The RTA taxes ,fees and fines collected can partly be redistributed for higher remuneration of the fine collectors.
Would love to hear any better suggestions more

I am not in favour of reducing fines. Instead, CCTV cameras should capture the traffic violators vehicle number and e-challan is issued in the name of owner and sent to his/her mobile number/mail id/address. Alternately, online system introduced in Mumbai recording conversation between the violators and traffic cop directly goes to the main server in control room. more  
I Ridicule the idea of Heavy Fine, and rightfully said by Mr. Inamdar, corruption has increased. 3 Month back A friend of mine was caught by Interceptor for High Speed on ORR Road, I very well paid a bribe of 200, instead of Penalty of 2000. Earlier it was Rs 300/ only. more  
The best solution is that reduce the fines and levy the fines. It should not be enjoyable for the constable to take bribe and it should permit the giver to encourage the bribing. a small fine will do wonders. The police need to know more about the bad driving practices and should not permit or encourage the wrong side take overs, disrespect for turning signals, turning with out signals, coming in front of other vehicles, etc etc. The two wheeler and auto riksha discipline in the country is really in very poor state. more

Give a target fine amount to each traffic constable. This way, at least some would be forced to give receipts. If they don't meet their targets, then take action. more

There are a lot of CCTV cameras installed here in Pune and so also in some other cities. However, it does not seem that the officials have taken any measures to utilize these equipments and the tax payers funds have gone down the drain. If there are personnel monitoring these cameras and challans sent to one and all, even for petty offences in traffic rules, I am sure in a short period things will come into place. As there will be no one physically present, either to give bribe or take bribe, one will have to pay the fine and not get away with small or large traffic offences. more
