Holding of 10th & 12th Marksheets by Colleges

It is learnt that once a student take admission in a particular Engg or Medical college.... most of the colleges... especially the private ones... do not return the Marksheets of 10th / 12th, even if all the formalities required for admission are fully complete to their satisfaction. If a student needs 10th or 12th Marksheet for something say obtaining Aadhaar or Voter ID or Passport etc, he/she is asked to deposit the fees for the entire session before returning the Marksheet or any other document submitted by the student. It was not so in earlier days (70s-80s). The reason appears to be that in earlier days there were fewer colleges...now a days there are plenty of colleges... and there is a fear in the colleges that if they will return the documents to the student(s)... student(s) might leave their college and take admission in another college.... thus they might loose their revenues in the form of fees & other amounts being charged by them from the students....
Educational institutions i.e. schools, colleges etc are supposed to be Non-Profit-Earning organisations... I think being “Non-Profit-Earning” is the basic requirement while awarding recognition to the educational institutions by the concerned Govt authorities.
Whether any educational institution can legally deny to return or impose conditions like depositing fees for the entire session for returning the original documents submitted by the students at the time of admission in the college?
Do any friends know what are the legal provisions in this regard..... more

Education has become a lucrative business today with all kinds of illegaligties un-checked by the Education Dept. of the Govt. Common man is suffering in every walk of life in this country because of rampant corruption all over. Need a lot of reforms in every field like Electoral, Judiciary, Legal, Health, Eeducation, CBI, Police n several others. Unless we citizens know our responsibility to elect right people to form the Govt. none of the improvements can be expected. Sorry to say, we need to continue to suffer like this or even worsen. more  
Time and again to state that instead off breaking our head, just apply for the Copy / Duplicate/s of the required documents to the Concern Authorities, which will save your time, efforts and money. This does not mean that you should withdraw from the present grievances, but to pursue with the Education officer of the Locality with copy of your requests and denial of the same . more  
Dear Sir, This is painful situtation for student and parents. College authorities are playing around with students liberity to secure their weird intersts. They retain to make sure nobody quits college and want to make sure they pay full-course fees. This creates unnecessary hassles for any future requirements of these record for any purposes. More to this insecurity of your records keep you haunting. How to end this hassles. God knows. more  
Most of the educational institutions/colleges adopt this unethical way to fleece the student/parents. The originals - Mark sheet, leaving certificate, birth certificate etc are the properties of the holder - i.e. the student. As such no educational institution have any right to hold the ORIGINALS once the student has cleared all the other documentary formalities. This matter has to be taken up with the Education Minister/CM to crack a whip on the schools/colleges. more  
THESE HIGH HANDED ACTIVITIES NEED TO BE PUNISHED. more
