Housing Unit delivery and high cost but wastage

Government often talk about low cost of dwelling. But in real sense, lot of public investment in housing unit goes into drain. Nearly 90% of occupiers have to again take up repair work post delivery of housing unit due to either due to poor quality of work or poor planning or need of improvisation. Thus completed unit is again subject to rework throwing out huge discards causing environment damage as well, in addition to "money wastage", "raw material" wastage. It puts question mark on our housing unit delivery standards and its acceptance level of end user. Why not no body pays any attention to huge wastage happening around us?

If we are able to bring this rework to below 5%, I believe this money can be diverted to save some raw material or indirectly cost of dwelling could be lower.

In Dombivali (Maharashtra), I got 4 years delayed possession of a flat in Jan 2017 from one of reputed builder (Withing top 3 in India). And in Jun 2017 it's having water seepage at 6th floor in MBR wall which is not even exposed to any rain water directly. After investing personally, I found a plastic patch in between two wings. It's very difficult to identify that patch as it has same color. The rain water accumulating between two wings gap & giving seepage issue. In the month of Jun itself we found water logging problem under the lift and it is still exists. It could be cause for short-circuit as well. The Lift is already started giving problem. It's stuck in between many times. When lift is operating the passage light starts fluctuating. The water storage tank having huge leakage problems. I don't understand how authorized legal party (Municipal corporation) provides all the legal clearance (OC, Completion Certificate etc.) to this kind of Construction? Sir, 1. Affordability is a misnomer in India, because WRT the average income, India is one of the least affordable place to be for housing. If we compare with the US, An average person in US earns approx. $50,000/- per annum. The average house sale price in 2016 was approx. $2,50,000 which is equivalent to 5 years of gross salary. Whereas in Inida, the average GDP/capita was approx. Rs. 1,00,000/- per annum. The average house price in urban India is approx Rs. 15,00,000/-. Which makes it 15 years of gross salary. That makes India 3 times more expensive for its average country citizen than the US. 3. Much of this is because of artificially jacking up of prices in the 2004-2006 real estate boom. The government (land prices), the build material players (cement, steel, etc. prices) followed. Now bringing the prices back to the 2000 levels which may make things less expensive is a distant dream as all the players have to reduce their cost inputs & prices. more  
At this moment we have no means to reject the house on quality issue and get our money back like other products , neither we are ready to take that decision.Builders and Developers are taking advantage of this situation and pushing sub-standard quality construction on helpless customers. In Thane (Maharashtra) I have seen a 27 storied tower built by a very reputed Builder, having water seepage at 4 th floor in internal walls which are not exposed to any rain water within one year of occupation. Has RERA thrown any light on this type of issue and if not we should take it up in Local Circle. more
