How Corruption was happening in this Govt School
During the inspection, it was found that fake bills had been raised in the name of providing practical training to students in the course of food production.
Purchase of many articles had also been shown in official records to deceive in the name of students.
However, it was found that no laboratory existed in the school for providing this training and the students told the minister that no practical training was ever imparted to them in this subject.
The education minister ordered immediate suspension of the school principal and termination of services of a guest teacher who used to prepare fake bills on behalf of the principal.
During the inspection, a blank bill book was recovered from the principal’s almirah, following which the case has been referred to the Anti Corruption Branch (ACB) for registration of an FIR against the principal and the teacher involved.
Students studying food production told the minister they had virtually never been given any relevant information about the subject, but scrutiny of the bills showed that in the name of practicals, fake bills showing purchases of non-vegetarian food items, olive oil, potatoes, rice etc., were regularly raised.
What was further shocking was that bills were found to have been raised from shops in places like Seemapuri, Trilokpuri, Jahangirpuri for school situated in central Delhi.
There is no mention of the good purchased in the stock register of the school and no TIN (Taxpayer Identification Numbers) were mentioned.
During the inspection it was found that fake bills appeared to have been prepared in a hurry, in which the amount of purchases done against the quantity mentioned did not tally in many bills.
The inspection further revealed that account books of the school showed salary payments to five safai karamcharis, but it was found that only one karamchari was on duty, which was confirmed by teachers and students of the school.
The safai karamchari on duty told the minister that he was paid only half the amount of what he was asked to sign on papers.
The minister expressed shock at the statement of the principal in which he wanted the students views on practical classes to be ignored.
The minister was accompanied by senior officials of the department of education during the inspection, who seized the record of the school. more
