How Thefts occur in Trains/Stations - Inputs Needed

Railway Circle Members:

We would like to seek your inputs on how thefts occur in trains and at stations. Please share inputs based on your observation/experiences. Once we understand the theft issues effectively, we will have a separate discussion on Solutions.

The purpose of this discussion is to understand Theft issues more effectively and devise safe guards that passengers should take and policy/systemic changes that should be implemented by Indian Railways. The objective is to minimize passenger thefts and make Railway travel safer/better.

Tea seller at stations have deep nexus with thieves wandering at stations. No tea seller should be allowed in reserved compartment while train get stopped at stations. Passengers should purchase tea from compartment windows only. more  
There is no control on people boarding the reserve compartment without a valid reservation ticket. During night GRP personnel are not in reserve compartment. Many people having no ticket or general tickets sit near the doors at night and steal belonging of other passengers when most of them are sleeping. It happens during 1 AM to 4AM. In my opinion after 10 pm. No person should be allowed to board the compartment without a valid reservation. GRP with TTE can do this and also passengers should be advised and informed not open the doors in night. more  
TTE s and coach duty police persons should be little more vigilant so that they can control theft easily. Their lethargic attitude is the main cause of burglary. Good officials should be acknowledged by giving awards, out of turn promotions etc more  
most of thefts belongs from local jhuggi/jhopari near by railway tracks and stations,local GRP/RPF escort checking in railway coaches on the stations and plate forms.besides this various local passengers or general ticket holders entered in sleeper class bogies and 3ac bogies as passengers.some of them not a passenger but he is a criminal his aim is not journey .he check the passenger for there criminal purpose.so railway firstly stop this category passengers in 3ac/sleeper class.if any urgency then TTE IS authorize for this purpose.if any person have general ticket and he has no reservation then he contact TTE and he paid penalty/difference charges for this journey, if we follow this instructions we can stop the crime in the trains and stations-with thanx more  
Coach attending police should be given power to check ticket of a person entering reserved coach so that they will restrict unreserved person inside the reserved coach. more
