How to bring make big traders give bills with GST

In the heart of a very large and famous market in Lajpat Nagar, Delhi, we have a dry fruit merchant, Sindhi Dry Fruits whose turnover runs into crores. Yet I was shocked when 3 days ago he gave my driver just a slip of paper with only the amount of the items purchased. (Attached slip along with items bought and bag). No bill so obviously no GST. When the driver asked for the bill, he was summarily told that will cost you another 12% tax. He is also charging 2.5% extra on both debit and credit cards. I thought the GST was supposed to be included in the MRP. I'd like clarity on how one decides MRP and if it is inclusive of GST ?

Prior to GST era also he never gave a bill despite the fact that during festive season his daily sale ran into lakhs. It was well known that he had laced the pockets of Sales Tax officials. But amazingly even under the new regime he is managing to do the same.
In such cases how can the customer ensure a bill without ending up paying extra amount. more

another instance today purchased 2 pieces of patanjali hand wash for 80 and tax was 28 literally shocked at the ignorance of basics of tax.Tax should be reasonable .hope we wake up to the monumental theoretical GST mess which was not required if we had the right experienced people in neeti ayog. more  
we find that either the trader does not bill or call out as exempt items or bills few and does not bill others and our enforcement team is happily allowing this loot to happen,very lethargic response of enforcement officials. We need officers who can deliver not who relax and allow things to happen to the public. more  
The forgotten responsibilities of Oath & Promise are to be recalled even by the Governmental Heads concerned . more  
The Governments including GOI still could not could not find a solution to Regulate this Business Sector in terms of National Interest / Integrity . This is due to the long continued patting by the earlier Governments since over THREE DECADES . more
