Hygiene, Sanitation & Civic Issues

The govt and the citizen both need to play their
part. The govt should provide neat & clean facilities, which should be conscientously used by the public. Misuse or throwing of garbage should invite heavy fines. Roads should be properly laid to avoid stagnation of water coupled with proper drainage. We need to inculcate discipline, honesty & integrity thru persuation or penalty, if necessary. The staff dealing with creation of infrastructure should be sent abroad (Singapore, USA, UK,) for short training to observe & imbibe the methods being followed therein. It is a pleasure to see well laid out & neatly maintained roads/rest rooms in these countries. more  

Educate people first relating neat and cleanliness. specially in rural area where many people avoiding this type of issues. more  
A good freebee would be a jute bag (even with the party symbol or CM's photo for propaganda ) to each person in a house-hold, as this would reduce the practice of asking for a plastic carry bag to carry purchases. More than this would be a resolve on the part of the general public to carry this bag and not to ask for a plastic carry bag. more  
In the case of sanitation, while it is mandatory for a closed housing colony to have its own sewage treatment plant, which must include the costly Reverse Osmosis plant, the town panchayats and municipal corporations get away without doing it or properly doing it. This must be made mandatory for them too, with a time frame of say 3 years to make it 100% treated. Same case with the solid wastes. The segregation and management of solid wastes is a big business in USA, to the extent that in big cities like NY it is controlled by the Mafia. The solid wastes are segregated into organic, plastic & metal wastes; valuable manure and power generation is done through bio-mass method while the plastics & metals are re-cycled and reused. The Panchayats and municipalities must be mandated to do this too. The previous AIADMK government under JJ started a bio-mass power generation plant to use the organic wastes from the Koyambedu vegetable/fruit market in chennai, but has ground to a halt during the tenure of the DMK. Hope this is revived and others set up. Similarly, the vegetable wastes from the weakly shandies in villages/towns can be cleared and put to good use. Private enterprise can also be encouraged in this sector by giving incentives/subsidies to start bio-mass plants. Money that goes to freebees can be diverted to such good cause. Prohibit the use of Plastic carry bags, at least for shops dealing with costly items like clothes, shoes etc and for big departmental stores selling provisions etc. Later smaller establishments can be brought under the rule. They can go in for cotton or jute carry bags, which can reduce plastic pollution to a certain extent and also give a boost to the jute industry. more  
Officials dealing with garbage disposal needn't go to USA or UK.this may lead to huge expenses & indirect corruption too.they may b shown video of whole process of garbage disposal & even to citizens in public process. Cinemas may play big role in educating people.Befor ever show a short film may b shown showing how to dispose garbage & consequences of neglect & penalty that Govt may impose on defaulters.Even such clips may b made compulsory with every CD/ DVD.Its a gigantic task but a start has to b done.Hygeinic ways must be taught to children at primary level more
