I feel the need for people to go physically to Government Offices like Municipality, RTO, Sales Tax, Income Tax, Pollution Control, Factory Inspector or even Police Stations should be reduced to a minimum possible leve. Almost everything should be enabled online. In case of people who are not computer literate, some service centers should be set up by NGOs or political parties.
The attendance machine & CCTV will make them physically present but what about attitude ? They act as ruler of their kingdom & treat the applicant as beggar. It need to complete brainwash these persons in following respect. 1. Polite behave ( for everybody even uneducated persons.) 2. Mechanism to let people understand modes of operations. 3. Prescribed time Limit for every activity. 4. Stop blame game from department to department. 5. Possibly One windows clearance. 6. Accountability for not doing work in prescribe time. 7. Alternate check mechanism that one can't use power ( like signatory / Authority ) to grab / blackmail / extort the people. 8. Fees / Rates / etc should well documented on boards visible. 9. No middleman should be entertain. 10 Government should provide guidance centers to people. Not a simple task but definitely will be a desired thing. more
Instal electronic attendance machines & CCTV cameras at the enterance/inside of every Govt. office. Display job counter for every official, time bound decision and a fool proof mechanism to check the performance of individual employees on monthly basis. Reduce the higher rates of taxation including property tax to minimize corruption to a great extent. more
