I have suffered a serious issue regarding refund against TDR process.
I had 3 confirmed tickets in 2AC class on Train No. 12525 KOAA-DBRG Superfast express on 27-May-2015 from KOAA to NJP for a family trip.
Unfortunately, the train was almost 11 hours late from its scheduled departure time and actually departed next morning i.e. on 28-May-2015 at 09.40 a.m. (Snapshot is attached from Railway website).
Looking into such delay I had filed TDR on 27th May itself as the Refund Rules say that for full refund the TDR needs to be filed before the actual departure of train. Hence, I followed the same and filed TDR almost 11 hours of actual departure.
Now I have received a mail from IRCTC with subject EDR confirmation which shows 50% amount has been refunded.
Now I would like to know under such circumstances whom should I contact as IRCTC has nothing to do in Refunds.
My booking amount was Rs. 3305.00 and Refund amount is Rs. 1635.00 even less that 50% amount.
Does this reflect any improvement of Railway Services??? more

The problem is when you cancel the ticket (TDR cases only) it is not sent by irctc immediately so zonal railways arrange refund based on when they they receive the request. This is a IRCTC system problem. I also received 50% (actual around 45%) refund similiarly sometime back inspite of train being late by over 20 hours due to fog in winters. Therefore if you have a eticket you will have to bear this loss till they rectify the system. more

IRCTC is a mess and useless although Railway is no less since the cases of TDR are referred by IRCTC to concerned railway authority. First find out the train you wanted to travel belong to which Railway. Then write your case to Chief Commercial Manager of that railway with copy to General Manager IRCTC. more
