Hello,
We had choked sewage line near our society, it was choked due to garbage dumped by people in open gutter connecting this sewage line. Below items were found in open gutter.
1. Used Broom
2. Plastic bags
3. Plastic tea cups, water bottles
4. Pieces of wooden items
5. Bricks
6. Old school bag
7. Broken pieces of cement slab
8. Old shoes

Garbage disposal is major area of improvement,not everything can be disposed in open gutter.non household garbage should be put in separate garbage bag and should be kept separately near dustbin. These items can later be recycled.
Local bodies need to plan education drive for citizens on garbage disposal best practices. more

Open gutter should be covered and people should awared about choking of the gutter .not to through the waste materials in to the gutter. more  
I think open gutters can not be covered everywhere. In small towns scarcity of dustbin compels them to throw wastes in the gutter. Though the municipality cleans the drain twice a week but the main problem behind it is the space problem of keeping of more dustbins to avoid it. more  
many builders, or repairing houses put the disposal waste in the street which moves to open gutter when rain comes. This must be avoided in all levels. more
