Then should every one be allowed to travel without any Luggage regulations and cause nuisance to the other passengers who like to follow Luggage rules . Railways may be trying just to find out how many want to travel with Luggage rules and how many want to travel with as much as big luggage causing nuisance to other passengers . Don't you a logic that we have to share the restricted available place in the compartment with all ? more

It is simply impractical.Instead, the Railways may make a stipulation that Passenger train cannot be used as carrier for huge luggage. In the event any passenger carries a huge luggage over a prescribed minimum,it will be required for them to weigh it and pay the charges and the penalty against the related ticket, before boarding. more

For implementing this first you have to have a separate luggage van for bagages belonging to the passanger same train. Also have to get rid of present system. My experience - 1. You have to reach hours before for completing the formalities. 2. Unless you pay bribe of around 200-300% more than the railway charges, your luggage may not be loaded in the luggage van of the same train, may not be unloaded in you destination, may get damaged during transport, etc. more
