Besides we implement all this, If one single step Govt can take is the banning of manufacturing of polythene bag in any form, small, big, with any specification of color, thickness; This will augment the efforts mentioned in whitepaper with high degree. And if govt is not ready for this then howsoever money, time and other resources we citizens deploy, will go in drain only. more  
Assuming that the village has collected the waste but how will they dispose off the plastic waste viz. gutka ,biscuit covers etc.This has to be explained to the village sarpanch so that they can activly participate . Traing classes may be held by voluntary organisations to train the villagers/sarpanch etc. more  
The white paper created is very generic in nature. what are the greatest problems in our urban villages mushrooming these days within and outskirt of our cities have not been analysed. These needs to be done. the few priorities in these villages should be 1. Improve the state of roads and by lanes. Create parking facilities @ suitable place on chargeable basis or contributory basis. 2. Water and electricity connection needs to be underground or properly laid out overground. 3. Sewage and drainage system needs to be separated and drained accordingly. 4. Public toilets on paid basis be created. 5. All roads by lanes be kept clear of hawkers. separate place be created for such outlet. 6. Security lights by way of solar lights around the perifery of vills. 7. Control on creation of highrise buildings leading to safety hazards. more  
In private orgs,there are performers;in Govt,most are non performers.Private orgs want to survive and grow;in Govt orgs,that is not there.Govt recruitment on the basis of caste,reservation,nepotism,political intervention,influence and last but not least,bribe.It is not work environment but quality,integrity and efficiency and also the mindset of the govt employee that matters.Why there is corruption in Govt departments where as it is not there in private orgs? more  
Why is it that sincerity,accountability,reliability is more in people who are in private firms/organizations/companies than in government jobs,be it state or central.Is it possible to create the same working environment in govt. jobs as in private?There will a gigantic transformation in govt.'s governing if this is done. more
