Improving Functioning of Lokayuktas – Solutions
1. Political interference should be removed from the working of the Lokayuktas by organizing their reporting in such a way that there is no conflict of interest
2. The LokAyuktas should be directly watched by the CBI
3. Consultative advisory group can be created with eminent citizens in a state to raise any issues in functioning of Lokayuktas
4. The state anti-corruption circle can play a role in reporting any unethical practices and Lokayukta should use this information effectively to find/address corruption issues
5. The corrupt offices in Lokayuktas should be identified with citizen/business participation and suspended, whereas honest officers should be celebrated
6. All cases and progress made by Lokayuktas should be published on their websites or shared via the state circle
7. They should be empowered to take decisions
8. Centre should make sure that each state has a Lokayukta
9. A list of all the working level contact persons should be published for the citizens
10. A time limit should be imposed for them to give a judgement on corruption related cases
11. All State should have separate website to file on line complaints
12. Hearings should be held uninterruptedly from day to day with not more than three adjournments allowed.
Functioning of Lokayuktas – Key Issues
1. Lokayuktas in most states are just for the name sake
2. Many Lokayuktas do not act on many corruption charges that are unearthed almost every week
3. Lokayuktas in some states are themselves corrupt
4. Many states don’t even have Lokayuktas till now
5. The working of the Lokayuktas is non-transparent
6. Approaching the Lokayukta is a very difficult and time consuming task
7. They don’t even respond to most of the complaints from the citizens
8. Lokayuktas are scared of bringing the corrupt heavyweights to limelight
9. Citizens are not sure who are the working level contact persons to interact with
10. Lokayuktas take a very long time in giving judgements. more
