Improving Municipality Workings - Solutions

Dear All:

Below are the Key Solutions identified by you to improve the Workings of Municipal Corporations.

We will soon document the whitepaper and publish it with Senior Officials in the Ministry as well as share with Municipalities as they are engaged in Swachh Bharat Mission.

Improving Workings of Municipal Corporations - Key Solutions Identified

1. Attendance should be done through biometrics
2. Managers should be made responsible for tracking all the employees and making sure that they show up for work
3. Department heads should make sure that the KRA’s of each individuals are met with optimum efficiency
4. Municipal trucks should clean the dumps twice every day, without fail
5. Municipality should upgrade to the latest equipment and closed vehicles to pick up garbage
6. A technologically efficient grievance redressal mechanism should be developed
7. The working of the department should be made transparent
8. The digging of the road should be completed in a stipulated time frame
9. Corrupt officials should be caught and prosecuted
10. The drainage system should be redesigned
11. Every employee who has a public facing role should be given customer service training
12. Daily working of the municipality should be computerized
13. Better inter-department coordination should be ensured
14. Honest employees should be felicitated
15. Promotions/appraisals should be linked to performance
16. Employees should be trained so that they know the importance of staying clean and keeping the area clean
17. Privatization of certain activities should be explored
18. Delegation of duties should be taken seriously and the ward councillor should be made responsible for keeping the area clean
19. Municipal Ward Councillors should be asked to get and stay connected with citizens with a circle for every ward
20. Right to service within a prescribed time should be implemented
21. Name and contact details of supervisors of each area should be available on the municipal website so that people could contact them directly
22. They should be given an idea of how a public work is done in other countries
23. Reporting structure should be cleaned up
24. Tasks should be made deadline driven
25. Meetings should be conducted regularly and discussions/feedback should be recorded more

Listed 25 items for improvement is good. Instead of making 25 in list, Very important items which can be done in a shorter time like 3 months should be taken up reviwed every month and completed. Likewise take next 5 items and follow the same procedure. Go on like that you will achieve. It is not easy. It is very hard task. Good honest dynamic bosses are required. Make a trial. more  
Basic license for tourism homestays after paeying a bank draft is still pending since last3 years, and police eepartments harass us asking for the permission from tourism department , in Coorg We are luring tourists to visit Coorg - a suburb of Karnataka - incedently a new airport is being built - immense potential for tourism revenue - Can Modi or his departments take action more  
This also applies to Panchayats - where work does not happen until you pay a bribe more  
This is all fine, sir. But who is going to do this? Name a Mayor or Municipal Corporations willing to atleast make an attempt to do! . more
