Improving productivity of Ministers and Bureacrats as one of the 100 day targets.
The "Gujarat Model" is said to be characteristic of more freedom to the officials and less interference by the Ministers. This is a good model no doubt as long as we have honest and hard working officials to support honest Ministers.
Unfortunately the Delhi bureaucracy is neither hard working nor considered honest. The previous regime ensured that there was complete administrative paralysis and all round corruption. Though on public platforms we feel like saying that the officials are honest and only politicians are corrupt, the situation on ground could be different.
Hence all Ministers need to find efficient and honest personal secretaries before they can hope to work well. The problem will be more in ministries where either the Ministers are less experienced or the work is technically complex. In such ministries, the dependence on the officials will be high.
Mr Modi may be capable of having a direct contact with his staff and motivate them to meet the demands to which they are not used to. But are other ministers capable of matching him? ..is not clear.
I therefore suggest that one of the first requirements of the Government is to ensure that all Ministers are trained appropriately on "Leadership and Motivation" keeping Mr Modi's style of operation in mind.
I hope IIM Ahmedabad with appropriate experts in the field need to be given this task immediately though this would divert the ministers from their regular work for a work shop for atleast one day.
Perhaps improving the productivity of Ministers and bureaucracy is the most important task for the 100 day target as it is the foundation on which other 100 day targets can be built. In fact this workshop should be a target for the next fortnight itself.
