Improving Property Tax Colelction - Inputs on Solutions

Below are the key issues and root causes as highlighted by you for the poor collection of property taxes in most areas of India.

A self sufficient, well administered municipality is key to the success of Swachh Bharat Mission and Smart Cities initiative.

Property Tax – Issues and Root Causes

1. Many property owners have not paid property tax for years
2. Many people are ignorant about paying property tax
3. Municipal corporation has not declared harsh fines on not paying property tax on time
4. There is major corruption in the property tax department
5. Department employees take bribes to reduce the tax
6. Paying property tax is a tough task through the online method
7. There are long queues in the municipal offices
8. Many times, the property tax payment counters don’t open even by 11am
9. There is no penalty in delay of property tax payment
10. There is no encouragement for people to pay property tax
11. The municipal corporation does not have enough powers to enforce the collection of property tax
12. Most municipalities do not calculate the tax correctly
13. The is little accountability of concerning officers
14. A reason for the poor collection of property taxes is non-updation of the data bases of the Municipal corporations and non- linkage of the same with the Registrar of Property. more

Punishing people for not abiding laws and rules governing civil society is not the end. The willful defaulters are to be denied of such services. In case of people representatives, in addition to denial of such services, their names are to be publicized. Restoration of such services are to be done after a penalty. In addition, their representativeness be stripped-off. Well our PM requests the common man to forgo subsidies. Why not the public representatives such as MLAs, MPs be encouraged to forgo their concessions and other subsidies like subsidised food at Parliament canteen, Govt transport for travel. phone connections, Gas connections, preference in public places, medical facilities and a host of other facilities. more  
Solutions: 1. There isn't any harsh punishment for not paying property tax, it needs to be introduced. 2. People paying tax in time needs to be given incentive. 3. People not paying taxes regularly and having huge backlog are getting rebates so everyone is planning to be a defaulter and get that advantage this practice needs to be discouraged. 4. Tax payment on time needs to be encouraged more by awareness building. 5. Most big tax payers are defaulters and they bribe the official, this needs to be strictly monitored, officials taking bribe should be suspended, immediate action to be taken. 6. Am paying online property tax. The software charges more than normal, and does not have a system to refund/ change the tax amount / reduce even when i pay in the next year. more  
Abolish special rights for our public representatives.They should also pay toll,fees taxes etc. like us.They should have a higher contribution of fees and taxes to set an example for us and since they have a blood to sere our country. more  
the police should have the right to stop anyone anytime and ask for either a driv lic.... or ID card... or adhaar card.....if u have none.....u goto jail....and then u get one of these cards and pay heavy fines.....secondly put toll on all bridges with cameras entering delhi or gurgaon...thirdly....dept of motor vehicles can only issue lic plates and noone else can make car lic plates.... so no fake lic plates.....4thly..........ill tell u later more
