Inconsistency in passbook download

Inconsistency in passbook download from UAN portal. Whenever I try to view the passbook it says cannot view passbook for users who are activated in less than 4 days. My UAN is activated 3 years back. On reloading multiple times the website displays the passbook.
It has been years since the portal is being activated. Till now it is not stable or could not cater the online request demands. The website is most outdated and when I try to upload the attested Aadhar card copy, there is no response. It will not get uploaded. Why the link is active if it could not cater the request. more

same thing has happened for me as well, I raised issue in grievances portal of EPFO they resolved 2/3 times few days back but now same problem occurred again and still I'm not able to see my passbook. more
