Increase in train speed to take 5 years

The Govt is saying mumbai delhi rajdhanis speed will increase by 60% but it will take till 2024 for it to happen.

My question is why are we so behind. If railways in china said they will achieve this in 5 years their minister and head would be shown the door. Why cant things be done faster more

Do not compare China with India as their the rules and regulations are totally different and these rule can not be implemented in India because we are democratic country.Ever body can protest on any flimsy reason in India whereas it is not possible in China.For example can you have population control in India as was done in China. more

All these would require huge investments and there are other priorities for this Government currently. Also many railway zones are facing huge shortage in finances.....the overall financial situation of the Government is crippling. Hence the focus should be on ensuring safety, maintaining the current level of services and avoiding delays than anything else which would call for additional investment and which cannot be met. more  
Rightly said that tracks need to be designed at a higher level so that the desired level is attained. Secondly, every route must have dobule track and electrified. Maintainence of the tracks must be continuous process. With these fators executed, I feel, speed can be maintained which will result in running more trains . more  
While laying railway tracks it should be designed for 200 km speed. Then only they can safely operate within 140-160 km speed. But in our country, ministry announce in the budget and after two years they allot funds that too also not fully, low award contract on low bidding ,noinspection by railway during construction , inspection only on final they carried out some trial test , and give some comments and give clearance for operation.First of all we need to check the worthiness of the track. more
