Industrial waste - Inputs on Root Causes

Dear All:

Based on your inputs, below are the key Issues identified for Industrial Waste in India.

Please help identify Root Causes for these Issues. We will then have a separate discussion on Solutions with the objective of developing a Whitepaper for Senior leaders in the Ministry and affiliated departments.

Industrial Waste – Key Issues

1. Industries try to save money by not processing waste appropriately

2. Industries are not willing to install waste disposal systems as they cost

3. Industrial waste is dumped in open grounds

4. In many areas industrial waste is thrown in fertile lands, slowly making it barren

5. Some industries use rivers as the dumping ground for their waste

6. Industries pollute air with smoke, smelly chemicals, ash etc.

7. Highly toxic element such as mercury, lead, arsenic, chromium etc. find their way into the water, soil & air due to reckless dumping of untreated industrial waste

8. The health of humans, birds, animals is jeopardized as the pollutants enter the food chain

9. Industries do not follow the existing pollution control norms

10. They make their surroundings dirty

11. Industries try to cover up by bribing officials

12. Health of the workers inside these plants also get affected in a bad way

13. No control on units operating in unauthorized colonies


14. Absolute lack of concern to the permanent damage to environment and society more

Root Causes: 1. Absolute negligence by industrial houses. 2. Industry don't follow pollution norms. 3. Not much if infrastructure developed so far for industrial waste disposal. 4. No monitoring body to measure amount of industrial waste disposed by different industrial houses. 5. No fine imposed to give message its unacceptable. 6. Industrialist find easy way out, don't want to spend money on waste disposal system. 7. Its bigger problem for all manufacturing units under SME sector, bigger houses usually follow certain set guidelines. 8. No effort put on so far on solid and liquid waste seggregation more

Do we have an expected line of disposal of industrial effluents? What is the protocol? Does the factory or Industry follow it? If not why? Who are the authorities who are supposed to check these Industrywallahs ? Are the expectations of the officers too high that deters the Industrialists to shun the whole affair? Or there an incompetent system of Treatment in place and the industries cannot afford to have a new improved one? Effluents treatments should have come into the budget of the Industries even during planning stage. Was there a slackening in strategy or implementation or maintenance stage? First we need to know what are the obstacles for having a treatment plant? Maybe there is no will or wish or there is no viable way out? What system of control does the Government have to punish erring officers? When corrupt dealings come into existence what are Central and state Governments role? Enforcement of law sometimes wipes out the industries from that particular place. Industry gets shifted to another place. Do they follow regulations there or or they continuing the same polluting another river of India? Isn't those types of Industies profitably run, profitable to such an extant that they can invest on effluent treatment. If so such things should not be allowed in the first place. more
