Initiative to clean up the streets and localities:
This is a noble initiative taken by a set of dedicated people to see the city clean . I call it noble because they have come forward to clean up muck created by the irresponsible & blind to environment .
Tendency of the 20 odd % of people who are the cause for all this . When they see more people to clean up the dirt they have generated , the more they become complacent / Lazy. When we analyze we know that about 50 % of the people follow the rules ; 30 % are on the wall ; Just a mere 20% are the morons who are not cooperating . So what can we do to bring in lasting results and continue clearing and cleaning the garbage perennially ?
* Devote 20 % of the total time or even more towards conscientizing these identified 20% . Try to focus attention on them and get their views and get them into the fold. If this is done 50% success is guaranteed on the spot.
* Another big group of culprits are the eateries and vegetable vendors. Of course all of them in Chennai have been advised to have garbage bins . Are they big enough to hold what is generated ? And where do they dump them ? In the storm water drain or the next street where the house hold have gone to sleep ?
Garbage is always created in one area and dumped in another. They should segregate the Garbage and dispose accordingly. Veg Vendors can always collect the vegetable wastes separately for the cows . The cow rakshaks can play a major role here in collecting vegetable discards without any harmful substance and pass on to the cow owners or street cows or cow Ashrams.
* Then the offices in the area to be instructed to keep the office stationary till the collection agent comes.

Though no numbers can be absolutely fixed for the culprits, there can be scenario like metro stations also where the people will feel themselves shameful if littering or engaging in unclean activities, so behavior change is more forceful than punishment. Rest points, very adequate! more

More or less it is same every where - The funds are not [properly utilized, attendance, employment, increased bills, Improper quality such things are perpetuated to draw away funds without doing correct thing is prevalent in all parts of India. If we really want Govt agencies to work, their salaries and taxes paid by us to them, should be based on performance (as evaluated by citizens). Government services & remuneration to netas (very essential) should be paid based on rating on their delivery by citizens (on a quarterly basis). These agencies are the only ones in our country who get their pelf regardless of whether they produce results or not. TV ads cannot be the measure of performance, actual citizen rating is. more
