Inputs for Budget 2014------- additional Input for Budgets.

Our earlier leaders starting from 1st plan onwards had opened many pulic sector companies like BEL, BHEL, HAL,BEML,ECIL , HEC , HMT etc with the idea that these will manufacture heavy machinary required for manufacturing and production . But all these PSEs have failed us miserably as perhaps some of them
are manufacturing to some extant .
1. CPSEs like HAL has not been able to produce any aeroplane, helicopter ,drone ,unmanned till date
Simillarly BEML has not been able to produce any vehicle worth for defence.
2. BEL, ECIL have not been able to manufacture
any broadcast Equipment worth mentioning whereas our requirement is huge.
3. ITI has not been not able to contribute and leavrage the communication and IT boom by manufacturing any thing worth mentioning.
4. None of the ordinance factory are manufacturing and innovating for armament
manufacturing.
A SEROIOUS BRAIN STORMING IS REQUIRED BY PRESENT GOVT AND SOMETHING SHOULD BE DONE IN THE BUDGET 2014 TO ENABLE INDIA CATCH THE MISSED BUS IN MANUFACTURING .
ALSO NOW WE SHOULD CONCENTRATE ON CONSUNERS GOODS OTHERWISE CHINA WILL OVERTAKE US IN NEXT FEW YEARS AS EVEN OUR DIWALI 'S GANESH, CRACKERS, LIGHTINGS, ETC AND HOLI'S COLOR ARE COMING FROM CHINA.
So now our emphasis should be on manufacting consumers goods & Electronics goods more

I disagree.Allow like in Gujarat/the then CM,now our PM, chose the Head of the State PSU and allowed them to their job.Gujarat PSU have done well as a result.Same should be done at Centre/de link PSU to Ministry/chose right candidate for CEO job and expect him to perform/do not interfere.Allow CAG to Audit performance every year. more

I have few Inputs listed as under: 1) The Income tax limit should be raised, All tax payers should be encouraged to file on line returns. The Income tax offenders who have defaulted of non payment of taxes beyond a limit should get more stringent actions. 2) All the shop keepers / traders must issue tax / vat invoice for all the transactions. In order this is adhered by all the shop keepers / traders the Officers from any area such as Sub-Inspector of Police, Food dept, Sales tax dept, Income tax, education or any gazetted officer should be authorized to inspect and bring violation by shop to respective authority. This will ensure all the shops to ensure issuance of tax / vat invoice and increase the tax collection. 3) To un-earth black money stashed away in country as currency all the 500 / 1000 denominations before 2013 must be changed with new denominations. Time limit to do so should not be more than 30 days. 4) Our PDS is rotten and more than 70% of subsidy is not going to the the poor. This needs total revamp. 5) The DISCOMs in whole Electricity chain is most inefficient and corrupt. Privatisation of DISCOMs should be encouraged as well where it is not possible regular monitoring of improvement of system to reduce T&D losses should be done. This can be done by engaging CPRI/ERDA/NTPC/PGCIL and distributing the work between them. At the moment approximately 28-32% electricity is lost. It can be brought to a level of 15% minimum, meaning approximately 15% electricity generated available for use. more  
I have worked with one of the PSUs for 6 years and have most closely studied their modus oparandii. What is stated above is certainly true and vital. but one must also consider in comparison the PSUs like BARC & ISRO. Where the shoe pinches must be identified. In almost all PSUs the top man gets his job by CHATUGIRI and his main function in there is to protect the interest of his godfather. He is not answerable for results. The above two exceptions the heads were professionals and took pride in their work. Therefore they could fetch if not the best in class at least worth expenditure the nation incurred on them. I feel each unit should be relinquished from the intervention of the political class. I am fully aware of the demands and fancies of the parliamentary committees who used to visit the PSUs and also those who used to influence through ministry concerned. Secondly, each PSU should be asked to set a technical and commercial target for their organization and prepare a white paper on how they propose to return the capital invested by government. Thereafter once the white paper is through, they should be granted autonomy withing the parameters set by the white papers.CAG and PAC should be the only two institutions who could look into the operational compliance of the PSUs. Most of the PSUs are alive only due to monopoly granted to them. This situation must change. And Modi ji you have the desire, drive and destiny to do it. All D best. more
