Inputs needed on Hawkers Policy - Issues

There are many licensed and unlicensed operating in Railway premises. There is a need for regulating unauthorized hawking in Indian Railways. It is stated that hawkers are selling prohibited items like tobacco and occupying spaces in railway stations, coaches, and foot over bridges which becomes a safety hazard and restricts movement of bonafide passengers.

There is a felt need for policy which takes into consideration the interest of all stakeholders. Suggestions are invited from all to help Indian Railways draft a policy on hawking in Indian Railways.

All unauthorised hawkers re licenced by RPF/GRP. Just install CCTV and ask some other agaencies to just arrest these hawkers and concerned GRP/RPF officials because they ahve failed in their duties. No one needs unauthorised hawkers, They are nuisnae and how can you stop them when our GRP/RPF licence them after collecting Haffttas. more  
In Mumbai,Dadar station FOB always occupied by hawkers.RPF or GRP jawans are posted to clear them.They have aconvenient arrangement with hawkers-to allow hawkers on CR area and WR area on alternative days.Is it official or understanding with hawkers !!! more  
1) Railways should book all hawkers for trespassing on the railway property. 2) Licensed hawkers should be allowed in trains running without a pantry car. 3) There should be no unauthorised person on railways properties, staff should be given ID cards, which they have to wear them and produced as and when asked like in metro stations. 4) Others have to buy platform tickets to get access to railway property. 5) At present RPF and railway staff earn handsomely by allowing hawkers on the platform and trains at the cost of passengers safety and troubles. more  
To effectively implement any policy, customer grievance Registration & resolution mechanism is an important aspect. I would suggest that Indian Railway consider using social media (viz., Whatsapp, Facebook, Twitter, etc) to register complains by passengers. more  
Hawking in train as well as in railway station need regulation. As a starter, Railway must register and authorize individual/companies to operate as hawker. The hawker must wear uniform and a badge with name (written in both English and one regional language). Railway may also lay broad regulation abour prices, enable electronic payment to facilitate passengers. more
