LocalCircles has observed many citizens reporting in different circles about tax scrutiny notices and the related inefficient and manual processes for scrutiny. With this post we want to seek everyone's inputs on what are the various gaps and issues that currently exist with the tax scrutiny process.
Once all the issues are listed we will have a separate discussion on solutions that must be implemented to address these inefficiencies and gaps.

OVERALL QUALITY OF SERVICE HAS INCREASED. GAP: THE TDS ISSUED BY THE EMPLOYER, REFLECTS IN 26 AS & IN THE WEB SITE . STILL THE ITO / ASSESSING OFFICER DOES NOT TAKE COGNIZANCE OF THIS. HE RAISES DEMAND FOR PAYMENT OF THE SAME AMOUNT AS INCOME TAX ONCE AGAIN. MEMO ISSUED FOR ADJUSTING THE SUBSEQUENT YEAR'S REFUND AGAINST THIS ARTIFICIAL CLAIM FOR INCOME TAX. THIS MUST BE SET RIGHT. TIME CAN BE USED FRUITFULLY IN CONCENTRATING ON BIG BUSINESS HOUSES INDUSTRIES AND TAX EVADERS / DEFAULTERS ETC THAN THE SALARIED MIDDLE CLASS TAX PAYERS WHOSE INCOME IS ALREADY SUBJECTED TO TDS EVEN BEFORE THE SALARY IS PAID. more

For scrutiny there shall be a standard fill in type of prescribed format & preferably to be filled online. Majority cases will get through it. Remaining cases shall be further scrutinised with online submission of data. Scrutity shall be time limited & shall not last more than 3-6 months. Unless there are some specific reasons to it. Hit & try type scrutiny shall be avoided. more

In todays world scrutiny the IT returns manually is a joke. An advance software to be prepared where each and individuals name and PAN number with adhar card/Credit or debit card to be inserted. This process is one time. All these name will be linked with IT returns. Those who are paying IT returns on line automatically uploaded into the system. Those whose name is not reflecting into the IT return system link it with the expenses incurs through the cards. If I the expenses reflects within the tax ambit the soft were will issue a printed notice to the same person for explanation on line. If no response is received within fortnight he should be sent a show cause notice by the computer. more

I feel that incometax actions are now going in the right direction and soon it would be capable of tracking financial frauds, and be effective in pointing out defaulters. We should make it a point that every Indian should pay a minimum incometax (may be just Re.1), but this tax paying habit has to grow. more
