Inputs on Penalty for not carrying identification

As outlined earlier, to minimize agent/tout misuse Railways has decided to make carrying of identification mandatory for all adult passengers. Here are some of your key inputs on penalties that can be imposed:

1. Penalty of Rs. 1000 may be imposed for travelling without an identity card
2. The penalty could be equivalent to the tatkal fare of that segment
3. Penalty could be 3 times the price of the ticket
4. It could be charged at a flat rate of Rs. 500 per incident
5. The fine could be based on the class in which the passenger is travelling like equivalent to the fare.

If you have any additional inputs on penalties that can be imposed which will not inconvenience the valid passenger but address the misuse by agents/touts, please share. Also, if there are any solutions that will minimize the added TTE discretion in such cases, please share your views.

We are also reviewing some additional inputs from members on other ways to address this misuse.

I agree with @ dharam jee, & Why can't Railway be penalised for the offences & lapses? @Harish Jee, will tell as how Airport is enforcing the same ID-System? Have any one penalised by them ? more  
Carrying an ID card is prevelent all over the world to keep a vigil on terrorist activities and must be strictly implemented in India like it is for all flights . A person travelling in public transport ( Flight Train Bus) must have a valid ID to board the public transport. more  
I feel minimum fine has to be Rs 2000 for travelling on fake tickets and Rs 5000 on TTE for failing to do his duty . Two armed constable must accompany the TT in the initial phase may be up to 6months. No fine No improvement . We Indians have in the last 68 years destroyed all institutions by this Chalta hai attitude. more  
Rlys are acting very arbitrarily in fixing the penalties for various acts.....carrying ID's,cancellation of tickets......let the Rlys justify such atrocious penalties for cancellations.....it is time a Users Orgn is formed who can seek redressal in courts with PILs etc more  
I have travelled a number of times.Most of the occasions,the TTE is not interested in verifying my ID,though I volunteer to show my identity.I am now 82+.ID of other younger people are also not verified. more
