Corruption in Rural India – Root Causes

1. It becomes easier to run businesses if you have political patronage
2. Employees in the Government offices misuse their authority and ask for bribes
3. People in rural areas do not have much idea of how systems work
4. They are also scared of raising their voice as they are unaware of their rights
5. Officers in public and private sector understand that they have an upper hand over the rural population and hence exploit them
6. Farmers are unaware about the different ways to sell their produce
7. The cylinder delivery men make money by selling them to businesses at a premium
8. The number of jobs are less so people don’t mind bribing to grab them
9. Not much is being done by the Government to reduce corruption in rural India
10. Politicians facilitate the corruption process for their personal gains
11. The money put at the disposal of Gram Panchyats is not accounted for properly at all.

Corruption in Rural India - Key Issues

1. The sand mafia bribes the ruling party to do illegal mining
2. Bribes are taken to issue any government certificate/letter
3. There is major corruption in the regional transport office for getting driving licenses made
4. Kisaan Card is only available only after the person pays a set bribe to the banker
5. The school/college teaching staff pays a bribe to get the job
6. Teachers accept bribes from the students to give them good marks in the exams
7. Farmers have to bribe the middlemen to get their produce sold
8. The postman asks every house for some money every month otherwise he would not deliver their letters
9. Gas cylinders meant for the poor are sold to restaurants and hotels at a premium rate
10. One cannot get the land records until they pay a bribe. more

This will be additional revenue to government and the tax can be reduced. more  
In simple term, everything you get by bribing. As people are forced to pay, why not the bribe made as a cost with a % going to government officials involved over and above the salary?2 tariff card for normal & tatkal. The faster you need the documents you pay higher. This will also eliminate black money in the system. Btw the payments are based on completion of work within stipulated period for both normal & tatkal process. more  
Most of the root causes listed above are equally applicable to the semi-urban and urban India. The issues and root causes for rural corruption listed here are of very common and ordinary nature. Many important matters, like, parwari's excessiveness, preparation of illicit liquor in connivance with the excise inspectors/officers ruining many rural families, non/cooperation of police in maintaining law & order without bribe and refusal to accept any complaint/FIR without bribe, open gambling overlooked by police by accepting bribe, so is the case in respect of marriage of minors, politicians are not behind. They exploit the rural people in every walks of life as well as they mint huge money from rural areas by creating dreadful atmosphere through their goons of anti-social elements, which are also corruption. What is the point is wasting time in making comments and offering suggestions when pre-decided materials are often finalised for onward transmission to the authorities concerned for further action! more  
Each public office in the nation shall boldly display in English as well as in local language: 1. Rights of the public, and 2. Their responsibilities. It is not only the rights. It must be closely associated with responsibility. Major overhauls needed in the system to eradicate corruption are: a) make the system transparent, b) completely avoid any discretion in decision making, c) fix time lines for each action, d) fix payments for each action, e) enable the payment in both modes: online as well as off line, f) Make the file movement track able by the public, g) Also display the file movements on electronic display board in the office, e) Create both online and offline complaint register, g) Create mechanism to respond to the individual complaints, h) Both complaints and their responses shall be sent online to the ministry for their overview and rectification of systemic deficiencies. i) Create a platform for rating by the users of the institution. j) Review the ratings. more  
to eradicate corruption in village we have to strengthen communication system through which some intelligent fellows can do the needful. penetration of social media through mobile is meager still.
