Inputs Sought: Ending Parliament Impasse

As a member of LocalCircles, you are aware that we have been working towards making the Parliament function. Our last survey (link below) had covered the impact of non functional Parliament on governance, economy and the functioning of the government. One of the results is that the ruling party has adopted a more conciliatory note with the opposition. Prime Minister has also been involved and engaged in the current winter session.

But the issue is now no longer of a blame game between the ruling party and opposition, clearly more has to be done. Some Parliamentary procedures need to be revamped to ensure that the impasse does not continue. One is to keep non disruption hours where crucial bills can be passed and discussed. Second, is to give opposition clear days to drive and discuss the issues that it wants. This can be done through dedicated opposition days every session and for the year. On 'Opposition days' the agenda is decided by opposition parties for discussion, they can even introduce bills that they want to discuss.
On the same lines, we would like more inputs from you on what should be done to end this impasse and move the nation forward...

Parliamnet 1. Around 120 Crores of Indian Citizens hope that MP's function towards developing the nation. But Protecting personal Interest seems to be the priority than Nation. 2. Everyone agrees that GST Bill is for Improvement in Taxation. If some feel otherwise, it has to be discussed and sorted out at the earliest, than stopping it. 3. While our plans for Bullet Train to all Metros and Result in slashing Airfares & any common man will travel by Bullet Trains and by Air also. So our Speed in every function must also Match that Bullet Train Speed for our Development. 4. The Present Rules for Passing Any Bill Can be Reviewed towards Passing the Bill and Amended as per the requirement with the existing / minimum MP's / Ordinance in such Situations. All Indian Citizens are Hoping that this will be resolved amicably more  
Revisit the Parliament Rules, Any party disrupts the proceeding more than 3 days should be barred to enter the Entire session. more  
Democratic principles are in the way of curbing the unfortunate stalling of Parliament proceedings. Govt. Also happy in certain occasions for disruption of Parliament. The Speaker should be empowered in a most appropriate way for better functioning. more  
The archaic rules of the Parliament need to be revisited.To my mind the Rajya sabha members are to be elected by the public rather than voted by the state legislators. It is high time every party choose their candidates on merits rather then any other criteria. more
