Inputs Sought: Open Defecation along Railway Lines

Recently the Railways circle has been discussing the subject of Open Defecation. Below are some of the inputs from the circle members on what can be done to address it. Kindly review them and suggest any additional solutions that you believe can help in addressing it.

Addressing Open Defecation along Railway Lines

1. Illegal slums along the railway lines should be cleared
2. Areas most prone to this problem should be identified
3. Government run free toilets could be built close to the railway lines in identified areas
4. The maintenance of cleanliness near railway tracks should be entrusted to the concerned municipalities of the area
5. Police should also be made to work along the municipal corporation warning the people against defecating along the railway line
6. Sulabh International should be roped in to build more pay and use toilets
7. NGOs should be asked to educate the people living near railway lines about not defecating along railway lines
8. Mass campaigns should also be done to educate people about the hazards of defecating in open
9. Village panchayats should strictly instruct people not to defecate along railway lines
10. Panchayat should also be given powers to charge financial penalties from people who break this rule. more

people defecate in theopen for want of a better option.also we need to know that defecating the open is free. first and foremost we must create toilets in enough numbers to be used in morning so that slumdwellers can attend to their business in timely manner. These toilettes should be free to start with. After these free toilets are made available these should be advertised and a low 4 feet compound to be created along the railway lines separating it from the slum. In next phase punutive action should be implemented for people found trespassing on the wrong side of the fence. And in last phase the toilets should be made pay and use. more  
The compound wall of our house was used as a urinal for many months. My husband put an electric wire into the wall. The person who urinated would get a mild electric shock in a very sensitive area! The nuisance stopped in two days. more  
Near major station like in Mumbai,Chennai, Kolkata, Delhi Has highest defecation near Railway track. There has to be wall build as a prevention & also best way, govt in collaboration with NGO, educate people living there, the ill effect of defecation. more
