IRCTC - WL Ticket Cancellation

Dear Fellow Citizens of my Country,
I would like to bring to your kind notice, and ask you suggestion, if this can be possible.

Problem: When booking railway ticket thru IRCTC and you get Waiting List (WL) and the ticket is not confirmed till the last moment after the chart preparation, then it states that the ticket deemed to be cancelled and the passenger or co-passengers are not supposed to board the train as the ticket would be VIOD and cancelled automatically. Till here the Logic & Funda is open, clear and transparent.

Now the real problem is, when the ticket gets cancelled automatically, then WHY THE IRCTC IS CHARGING THE CANCELLATION CHARGES FROM THEIR DEEMED PASSENGERS, and refunding the money after the cancellation charges?

few morale points:

1. when a business or entity is not able to provide or satisfy the customers request, then they should refund the full money back.

2. Already internet handling charges + service tax is deducted from the customer during the time of booking.

then why to deduct the amount on the WL cancellation tickets, if the customer is doing before the chart preparation, then it holds good but when the system is doing after the chart preparation then how it holds good?

I thought to bring this point to the kind notice of everyone and take your opinions on what IRCTC is doing is right or wrong??

Ok, instead of blaming the sytem, lets talk in productive way as what measures can be taken to correct this, instead of scolding our own system. The laws or rules which our system follows are 1956 or amendments upto 1987, but later there are no amendments possibly. so, lets ask for amendment of this cancellation in 2015 and I know it should happen, many laws have been amended accordingly based on the current situations, so instead of blaming let's see how it can be solved? Can we take this to "Man ki Baath" of Mr. Narendra Modi or can we post this issue to the respective authorities accordingly. Recently there was a Issue on "Free Internet" and people started raising voice for Internet Neutrality and its been addressed immediately. Lets take this point to Indian Govt, definitely it will work Regards, Raj more  
This is really nonsense. IRCT is charging cancellation charges on tickets which are not confirmed and automatically cancelled. I have faced the same issue. Indian Railway is the most corrupt organisation in India. Service level is zero and charges are very high and top of that there is a lot of corruption more  
If any one of the Advocates move any High Court, then only the Railways will rectify the flaw in the system. Otherwise, it is not curable. more  
Simple funda: they know seats are limited and they can't increase as adding trains/ bogies decided by Central/ State ministers. But they have to make more money from so they find various ways to make money out of the same tickets. So they levy various types of charges. Still they claim they are making losses out of Passenger services??? more  
Dear Citizens, Now I see many people had like this point and found many likes to this issued raised. Now what is the way on how to take this forward to Indian Railways? As already we ending up paying lot of other taxes since 60 years of Independence and living as common man, and also paying the taxes for the services which been not given or utilized is really a point of concern. more
