I wish to point out the issue raised " Money debited.... but ticket not booked". What I have observed is that while booking I put option only lower berth and credit card account is debited. Ticket was not issued the reason was non availability of lower berth at the time of booking. Got credit in credit card account. In earlier cases the tickets are confirmed but not necessarily the desired berths. Then once again to go for booking in alternate trains and to pay ticket cancellation charges. Initially there was some problems in the revised booking system, but I feel the change is good. Only itch is advertisements showing.

I have also observed that IRCTC website for booking is NOT customer-oriented. The current (new software) software booking tickets is not customer-friendly. Suggestion for Railways/IRCTC: 1. Review the website design and re-design the entire software keeping in mind that software is easy to operate and there should not be any default options. Let the user click or enter data. Let the software be complex but make it simple for user; 2. Software must display the berths being allotted (No. and position of berth LB/UB/SL/SU) before the payment is done. There must be an option for acceptance or re-planning..... If accepted then only go for payment gateway..... 3. Once the user logs-in, there should not be advertisements pop-ups. They distract the attention of the user (probability of error increases). .... more  
To address this anomaly. IRCTC must design the reservation software to make the prospective passengers know the availability of berths as in the PRS counters, then they can decide whether to continue booking tickets or not. Alternatively, let software allow booking and mention in the ticket booked as berth confirmed and allot berth as per age of the passengers when the chart is printed and immediately SMS is sent to passengers. This is is practice for AC First class passengers. Of course this must be made 24 hours before the departure of the train. Full refund to senior citizens and ladies of age 50 and beyond not getting lower berth and hence do not want to undertake the journey must be given. RAC system of booking must be banned and WL passenger list must be cleared before the start of the train. more  
Actually railway is looking for every single point from where they can revenue but they won't bother to have regular vigilance in passengers train regarding WT issues and unauthorized people selling eatable items, Railway won't bother to identify and sell the scraps from all over india in order to get space free and earn revenue. Railway won't bother to identify people, charge them with penalty and restrict them from entering in to the platform. Railway is only bothering to have more and more advertisement on their website in order to the money irrespective of problems faced by users. more  
Money is getting credited back is alright. But, in the first place, why should the money is getting debited when the desired option is not available. Before, getting the money debited, IRCTC should state whether the desired option is feasible or not and also should ask for choice whether to continue or to abort the transaction. This would not only give the option to the passenger to choose wisely before getting the money debited from the account but also avoid repeated login and help IRCTC in saving time and manpower for getting the money credited back to the passenger. more  
You are right sir, i too have been a victim. I could not get the lower berths for my parents who are 87 & 84 resp. Over and above that the money is refunded after 5/6 days without interest. The Railways should be made to pay interest at min 10% for refund delay beyond 24 hrs. more
