IREPS--is it really transparent

E-tendering is a good and transparent system but is IREPS really or fully transparent? I want to point out few facts and request Ministry and Board to look into them.
1) Sharing of information is more one way there. We do not get information after posting our tender bid. We should be at least made aware of L1 and their rates.
2) We cannot post our complaint/feedback directly there. When we write an email they pass it to concerned department and they do vice versa.
3) Government seeks people to use digital media then why email is not made a standard formal communication mode? Why not have formal email id of all Railway officers/departments? Presently we email on their gmail/rediffmail account which is not formal. If they have formal railway email id then communicating on email becomes more formal and faster and we can escalate same email to higher-ups if problem is not resolve at lower level. more

E-tendering is not fulfilling the objective till all bids on line be disclosed at the time of reopening the bids, this may be done by issuing common passwaords to all bidder before opening the bids so that all may see the status of their bids, & if their is retendering all may be advised accordingly. more  
There should be a mechanism through which we can object easily to retendering which at times is done to favour a particular firm or according to whims and fancies of railway purchase official even after suitability given by consignee. more

Mr Kallury I have a complaint regarding cleanliness in compartments Last week my son in law visited UDUPI from Thane and returned back next day He travelled by Matsyagandha express from Thane to Udupi and Mangala express From Udupi to Kalyan Hewas complaining the 3 AC coaches were dirty toilets stinking and throuout the the journey no housekeeping staff were seen This status of cleanliness is disgusting more
