Is Govt saying NO to Home quarantine for Covid 19

I thought this was just a Delhi thing given LGs order but if its also MOHFW health ministry order (attached) it means it applies all India saying that No home quarantine and everyone with covid 19 must go through hospitalisation.

What happens to senior citizens? People who’d rather stay home because of cancer diabetes comorbidites? Isnt it govt forcing people and eventually people not even getting themselves tested.

And as we have seen 5 star hotels and Max saket hospitals for Govt officials and LNJP for commoners. more

Government has encouraged harassment &looting tactics for Corona patients .As 70%cases are never serious cases &are self curing type without any need fir medical treatment. .Government should formulate policy of taking the conirbidity. Cases seriously more  
Govt is not doing many things in a balanced way.Specially Middle Class and Senior Citizens are mostly affected by Govt's bad policies.On the other hand Rich Agriculturist (Those holding more then 10 Acre Land) are enjoying by not paying any tax.Also corrupt people are enjoying life because of bad policies of the Govt. more  
yes the treatment can be provided at a home or at common plce taken for this purpose and an affordable charges collected on voluntary basis .There is no meaning of people living dangerously exposed as property wealth etc has no meaning now.Acquire all big buildings under military rule and put all diseased persons area wise and give them medical help with out spending more time on deliberations more  
On request, Government should certify homes where if needed, home quarantine option should be available A small fee may be charged, if necessary. Quarantine facilities for persons other than VIPs are no good. more  
It is sad state of affair in our country. Govt is killing everything and we are being killed for no fault of ours. Further this Govt has no shame that they keep increasing petrol and Diesel cost everyday leading to slow poisoning to our lives. it is better to die now rather than restraining ourselves to slow death. They want to stop home quarantine because they want to squeeze out the leftover money from common man. more
