Is NBC mandatory now?

See message from District Magistrate Noida. Coaching centers are being sealed for not following National Building Code.
Since when has BIS made NBC mandatory? If not this action has no legal standing.
Please enlighten..or contact the DM of Noida and issue correct instructions.
गौतम बुद्ध नगर डीएम बीएन सिंह के निर्देश पर जिला प्रशासन की बड़ी। कार्यवाही नेशनल बिल्डिंग कोड का प्रयोग न करने पर चार कोचिंग सेंटर नोएडा में किए गए सील। आगे भी इसी प्रकार होगी कार्यवाही◽◽◽◽ जिला अधिकारी बीएन सिंह के निर्देश पर आज नगर मजिस्ट्रेट नोएडा शैलेंद्र कुमार मिश्र, मुख्य अग्निशमन अधिकारी एके सिंह तथा पुलिस के अधिकारी गणों के द्वारा नोएडा में संयुक्त रूप से कार्यवाही सुनिश्चित करते हुए नेशनल बिल्डिंग कोड का अनुपालन न किए जाने पर चार कोचिंग सेंटर को नोएडा में सील करने की कार्रवाई की गई है। नगर मजिस्ट्रेट शैलेंद्र कुमार मिश्र के द्वारा जानकारी देते हुए अवगत कराया गया है कि सेक्टर 15 में गुरुकुल कोचिंग, पैरामाउंट कोचिंग, लारेट कोचिंग तथा सेक्टर 16 में फिटजी कोचिंग को नेशनल बिल्डिंग कोड का अनुपालन सुनिश्चित न करने पर उन्हें सील कर दिया गया है। उन्होंने बताया कि इन सभी कोचिंग को नेशनल बिल्डिंग कोड अनुपालन करने के संबंध में पूर्व में नोटिस जारी किया गया था। इसी क्रम में आज निरीक्षण करते हुए सभी चारों कोचिंग सेंटर पर नेशनल बिल्डिंग कोड का अनुपालन सुनिश्चित नहीं पाया गया। तत्क्रम में सीलिंग की कार्रवाई सुनिश्चित की गई है। उन्होंने बताया कि जिलाधिकारी बीएन सिंह के निर्देश पर यह अभियान आगे भी इसी प्रकार पूरे जनपद में जारी रखा जाएगा। उन्होंने स्पष्ट किया है कि सभी कोचिंग सेंटर अपने-अपने कोचिंग सेंटर पर नेशनल बिल्डिंग कोड अनुपालन सुनिश्चित करें। अन्यथा की स्थिति में उनके कोचिंग सेंटर को भी सील करने की कार्रवाई की जाएगी। जिसकी जिम्मेदारी कोचिंग सेंटर के संचालक की होगी।

Bureau of Indian Standards (BIS) and National Building Code (NBC) provides guidelines for regulating the building construction activities. The directives by Dist. Magistrate was due to recent incidents of fire in coaching center and to avoid such reoccurances.

Fire safety and corporation should be combined. Right now, department of fire safety isn't responsible for illegal constructions carried out fearlessly during past 4 decades, making Delhi and NCR Full of narrow lanes, making it impossible for personal from fire department use equipment like heavy vehicle like extinguisher to pass through It's easy to blame the department of fire safety Look within and look around to suggest solutions to the government. Make sure that opposition doesn't exploit demolition of illegal structures.

Mr. Vikram Ahuja why don't you want to follow NBC. After Surat fire in coaching institute, all country is crying that all buildings should follow NBC and Govt is not taking any action against violators and when one DM is taking a right step you are raising a question. for the safety of all person present in a building at any time, following NBC is must

All commented but no one is sure whether NBC is binding on all constructions ? What if there is diff or contra in NBC rules and local municipal rules, which prevails ?

In the interest of public and occupants safety it is essential to follow NBC standard as amended from time to time. Actually it has been noticed that most of the commercial places do not follow various safety regulation causing avoidable lose of precious lives, eg. recent case of Surat coaching centre. NBC very nicely lays out various provisions and standards to be followed, in most of the cases if we follow those we can make efficient and better use of Public and Private facilities. ADM NOIDA has taken a right step towards public safety.
