Is railways scamming in refunds

Trains are late by 8-10 hours. I booked a train to go home for the festival, and the night before, I found out that the train was going to be 8 hours late. So, I canceled that booking and booked another train, and I only got a refund of 1050/-. I don't know how many of you are aware of this, but if a train is more than 3-4 hours late, you can file a TDR (Ticket Deposit Receipt) and get a complete refund. I did that, but I didn't receive the refund. Now, in this situation, what's the fault of a middle class person? Just that they're middle class? Indian Railways, please sort this out this is becoming worse day by day. Attached proof more

This is IR case of refund.we blame govt, minister and ask for resignation. Problems are there, limited tracks, less platforms, more trains and more frequencies ,superfast trains Rajdhani,passed first.and other reasons too System should be such that passanger loses minimum,such as service charge only. Is it business to earn money.delay isIR problem.why we should suffer for that.No compensation. Now talk of air lines. How much they refund.while our cancelled seat is promptly sold. What charges they deduct. They take all charges from other passanger.and deduct ours too. But we are silent for that. Because itsnot govt. Private air lines are their. No one raises this issue. Fares have gone to 10 to 20 thousands.but IR never does so . Thanks and happy diwali to all. more  
Remark of sriram's suggestion is although correct no movement or action seen euther from railway minustet, board DRM. I had given up my action, since, no response from these authorities even after a long chase if two years. It is a fact, even railways or airlines laid iut rule to effect full refund, if train ir flight delayed beyond three hours. But in case of railways, they effect refund deducting certain charges.. Another looting tendency of railways is, they downgrade the booking from 2nd A. C. To third. TTE, issues refund voucher as ask the passanger to collect refund at destination. Here the glitch is incase the destination comes at wie hours, all counters are closed and one has to wait till the booking counter opens. Incase the passangers ultinate destination is 59-75 kms away, he will move cursing the railway system. Incase of airlines, cloverly they go mute for more then two hours and one won't even the staff at counter. Airlines Cooley make boarding announcement, and till loose their patients, they don't commence boarding Once boarding complete, the flight is kept on hold for more then an hour before taxiing, thus, they avoid delayed flight commencement and escape refund In both the cased, THIS MEDIA to strongly take it up with railways and aviation ministry. more

at present IR is the worst performance and with the present minister who is good for nothing and does not do anything otherthan follow what PM says and follows it to save his job and only thinks of vandebharat let all other trains go to hell is his motto that is the reason safety cleanliness timely arrival and accidents are taking a back seat.Only if someone complains of vandebharat then he will act other trains are not in his purview it will be good if LC conducts a survey on the train the regular ones issues like refunds /time etc more
