I am of the opinion that a lot of Govt money for ele generation & power failures can be saved if use of Solar Electric System is made compulssory through Public/ private participation of beneficiaries. The capital expense can be set off by giving 10% tax deduction in Taxes & electricity charges. It can lower Peak Demand during day-time. It will be further possible to subsidize ele charges to agriculture, cottage industies if following scheme is implemented with zeal without inertia of State Ele boards. It will generate employment due to local manufacture, installation & service contracts by Solar Electricty System providers. 1] In govt offices & all financial institutes, banks, colleges using servers & computers for all Ele lights & computers & servers. 2] All hotels, hospitals, commercial building should use Solar Electicity for Lifts, emergency lighting, servers & computers, lights in parking & common spaces. 3] The offices, servers Computers of Telecom & DTH Tv service providers. 4] Housing Societies using Lifts, common areas, parking, club houses, pools. more  
We need to orient ourselves for using Solar energy. At my small row house I have been using 1kW Solar Photovoltaic System connected to 2nos12Volt 200AH batteries in series for last 4 years. All LED bulbs, 5w/9wLED tubes, 28wattT5 tubes, fans, TV, laptops utilize the system with separate wiring It is isolated from state eletricity supply. I use separately wired/ isolated govt ele supply for Microwave, water pump, bore-well pump, Air coolers & fridge. Thus my own system Pune, Maharashtra generates 50% consumption. I have ample terrace. I wish to add Separate second system without battery, so that all inductive loads can use it at least during a day-light & surplus power generated will be exported to State ele supply. Even though the 2nd system is practical, I found it our laws & inertia of State Ele board would make it financially unviable. I am almost a retired person , I would like to earn by selling electricity to my State, so that at least I can recover my capital. My colleague has installed 3kw battery less two way system. But he got legal permission from Maharashtra State Ele Board [MSEB] after contacting Prime ministers office to pursuade MSEB. Almost year has passed but MSEB has neither been paid for the Electricity he exported nor anybody is ready just to state at which rate they will pay him. MSEB is charging him for software program usage. When I myself contacted several MSEB offices in person, not a single officer could guide me or ready to take responsibilty to start the project at my cost. In private one officer said that you cannot install more than half of your sanctioned ele load & we aim that you should not be net exporter but a buyer of electricity from us. I learnt that in Gujrat , Tamilnadu & Kerala, the State ele board pay every month. Thus a lot of Inertia of State Ele boards, no uniformity of law, even though Peoples participation is possible financially to save government expenditure for ele generation. more  
This argument that Airport shops, 5 star hotels, Bars, clubs and posh restaurants sell packaged bottle drinks at much higher MRP's goes on and on. But till date all of them continue this habit. I would request someone who knows this subject legally to highlight the exact law in dealing this case. more
