Jung focuses on governance, not government
For a city under President's Rule grappling with uncertainty over chances of government formation and a fresh election, it was a cautious Independence Day speech. Lieutenant governor Najeeb Jung's speech was business-like and in sync with the content of prime minister Narendra Modi's Red Fort address on Friday morning.
The LG's speech at Chhatrasal Stadium bore no indications on whether the capital was headed for polls or set to see a new government. The assertion on social welfare, corruption-free governance, discipline, cleanliness, women's safety, toilets for poor and skill development for an empowered youth reflected shades of Modi's vision for India and its states. The unsaid message in the LG's speech was that a decision on Delhi and its political future clearly lay with the Centre. The LG stuck to administration and steered clear of the politics of governance.
Jung's speech was a matter-of-fact reminder of all that was laid out in Delhi's budget for 2014-15 by the Centre in parliament. Ongoing schemes and some reworked schemes were highlighted by the LG.
The LG referred to the current times as challenging and cited Delhi's role as critical. "The world is changing rapidly and throws ever-new challenges before us. We will need to address these challenges as we go on our path towards growth and development for all," the LG said in his short and to-the-point speech.
"The government has made a provision of 67% of its budget towards social welfare," Jung asserted, drawing upon budget 2014-15 presented by finance minister Arun Jaitley in parliament last month.
The LG emphasized that, to give a new lease of life to Yamuna, there is a plan to take technical help from specialists from across the globe. Water treatment plants will be started at Pappan Kalan, Nilothi, Yamuna Vihar and Delhi Gate. With technical help from Singapore government, there is a plan to set up 40MGD water treatment plants as well. Efforts to shift to alternative sources of energy were cited to deal with pollution. The LG said that nine solar units have been set up in different parts of Delhi and 10 more will be set up in the near future.
Jung further added that, in order to encourage students to develop their skills, all students of Delhi University will be granted scholarship under Yuva Nirman Yojana. For students belonging to economically weaker sections, a Technical Education Community Outreach Scheme is being launched.
He highlighted the decision taken by the government to set up one-stop centres in every district of the city to help victims of sexual harassment. Jung said that a roadmap has been prepared to curb corruption and make systems more transparent and answerable. He also mentioned the police helpline for corruption and an online system to cater to public grievances. more
