2.The email correspondences, particularly complaints on emails are not at all cared for and replied. On many occasions the email IDs are wrong and the complaints would bounce.
3.The municipal officials they themselves corruptible, cannot control their subordinates. If they try to do they would be bounced up on by lower categories.
4.No building plans are approved without corruption money payment. Touts are prevalent in all the municipal offices,,,,many are in the tea-shop owners, or peons, or third persons who have no connection with the office but act as intermediate liaison persons for corruption amount fixing.
5.District Magistrates are mostly well within their fortress either in the house or office. No ordinary man can reach him to tell their grievances etc.
6.Registration of property is easy for those who are ready to pay corruption money. for others it is very difficult and can not do the registration work done. The Touts are of following types. a) Advocates who prepare registration documents first specify total amount for the deal which includes i)Advocate fees,ii)Document papers charges, iii)Registration official charges, iv)typing charges for his typist, and finally amount for payment to Sub-Registrar, Registration Clerks, peons, etc. Unless the grand total amount is paid to Advocate he will not undertake Registration work. The next tout is Registration office peons, the Xerox copy shops owners adjacent to Registration office, and finally unrelated persons who pose as all capable person and have close connection with Sub-Registrar or office staff.
7. The Revenue authorities, the local body authorities, the police authorities etc who are responsible for recommending for licence to shops extract money from shop keepers first initially and also at intervals of time by threatening them.
8. The road laying and road repairs- this is done by contractors who are binomees of politicians like MLCs, MLAs, MPs etc. The municipal official while sanctioning the advance for laying/repairing retain certain percentage and then only pay. At final settlement the officials retain again certain percentage and pay contractors. Thus only 30% of amount is actually put in to use for work.
9.In Electricity Board bribe is a common and open factor. Lineman who is last grade in their cadre use to move the bribe amount and receive the cash and then distribute to all the official cadres. the higher ups like overseas, Foreman, A.E.s etc remain as silent spectators or will be off the field at that time.
10. The municipal, Metro/sewage, EB, telephone departments dig the roads are then just pile the earth and go away. They do not make the level even after work, but claim the amount as if they have done that work.
11. The elected members do not care to revisit after they win the election and see the development work, ask for grievances, etc. What all they do is to collect corruption amount from various sources from public, business houses, etc. They even collect corruption amount for cutting over grown vegetation or repairing the pipelines.
12.Police: In Tamilnadu their main work is to give protection to politicians and bureaucrats and L&O or Crime work are only secondary. No periodical beat work is done either by walk or by cycle or by motorbikes. In road signals they stand at one corner of the junction and catch the vehicles and collect fines and bribes. Overload Lorries are money spinners for them.
Key administrators/bodies who have to play vital role like MLA, Mayor, Municipal Commissioner, District Magistrate/Collector, SSP/Police Commissioner, RTO Commissioner, etc are beyond the reach of common man and those who actually suffer due to injustice.
